Provide settings for the maximum time in a week an aircraft can be booked. If the new booking along with current bookings exceeds the allowed allocation for that week then other members will have to approve the booking.
Other members will have a deadline to reply and no reply is received that members will be deemed to have agreed to the booking.

By doing this members would not have to phone around all the other members before booking for an extended amount of time.
